Victoria’s public litter reporting system is unique to Australia and allows members of the public to report those who they see littering from motor vehicles.

EPA congratulates those members of the community who take the time to report people who break the law by littering.

Why do I need to register to report litterers online?

We need your name, address and contact details in case we need to contact you concerning the report. After the registration, you will have immediate access to the reporting pages.

The next time you want to report a vehicle or a person who has littered from a vehicle, you can go straight to the reporting pages and log in.

EPA reserves the right to block access to the site if it appears that a false name has been registered.

We may need to contact you to obtain further information about your registration details. Please note that we require a street address; that is, a PO Box is not acceptable.

Who has access to my details?

Your personal information is strictly controlled by EPA in accordance with privacy legislation. EPA considers that your details are exempt from release, unless you give consent, should a Freedom of Information request be received. While we require your name and contact details to accept a report, in case we need to contact you to clarify your report, they are not provided to the owner of the vehicle that you have reported, to the person who has littered from a vehicle or to any other third party. In some cases, the offender may wish to exercise their right to have the matter heard in court at which time we will contact you to discuss the matter further. As part of the court proceedings, you will be required to give evidence at which time you would have to identify yourself.

Is there a cost for registering online?

No, registration is completely free.

I've forgotten my password. How do I access the online reporting system?

The login page provides a facility whereby if you included your email address with your registration details, then you can request an email be sent to that address with your login details. If you didn't include an email address or it is no longer current, then please contact EPA on (03) 9695 2664 or email vehicle.enforcement@epa.vic.gov.au.

My contact details have changed. How do I change them on the online reporting system?

Once you have logged in, there are menu options available to update your contact details or your password.

What information do I have to include with my litter reports?

We need to have:

  • the registration number and
  • a description of the vehicle:
    • make
    • body type (sedan, utility, van, etc.)
    • colour and
    • model (if possible).

EPA supports safe driving practices. You should use an appropriate safe means of recording these details. These details enable us to crosscheck the registered details on the VicRoads database to avoid mistakes.

We also need to know where and when you saw the vehicle:

  • road, suburb or town
  • date and
  • time (including am or pm).

Insufficient information may result in your report not being processed.

We also need information on the type of litter that you saw and, if possible, a description of the person who deposited the litter.

The EPA Litter Reporting System provides a list of the most common litter offences, from which you will be asked to select the most appropriate one, plus some basic descriptive data that can be selected.

If you don't have information such as vehicle make or vehicle body type, select "UNLISTED" from the list and enter any information in the "model" field that may help us identify the vehicle, such as any signage identifying the owner in the case of trucks.

Retain your notes even after completing the online form in case we need to contact you to clarify the information.

What does EPA do with the litter reports?

If the vehicle description registered with VicRoads doesn't match the reported description, no further action will be taken. If the details do match, in most instances we will send an infringement notice to the vehicle's owner. Check the amount of the various fines for litter.

How much time do I have to lodge a report?

To enable EPA to process reports promptly, submit them within seven days of the offence.

Can I report vehicles registered interstate?

As EPA only has access to details of Victorian registered vehicles through VicRoads, we cannot act on reports of vehicles that are registered in another state.

What types of litter can I report?

The EPA Litter Reporting System is designed so that any litter deposited either from a vehicle or by a person who can be directly associated with a vehicle, can be reported. For example, if a person drops a cigarette butt on the ground and then gets into a car and drives away, then we can act against the vehicle owner.

Other examples of littering include putting up of posters without consent, windblown litter from commercial premises or construction sites. These matters should be reported to your local council or other relevant agency.

EPA can also take action against litter in the form of unsolicited advertising material in mailboxes or placed on parked motor vehicles. A written report, with the advertising material attached, can be sent to EPA. To have some forms sent to you, please contact the Litter Report Line on 1800 35 25 55. This form of litter cannot be reported online.

Can I report litter from a vehicle in a car park?

Yes. Although the car park may seem to be private property (for example a shopping centre), it is covered by the litter laws as if it was a public roadway.
