Environment Protection Board

The Environment Protection Board (EP Board) has three members (a president and two ordinary members) appointed by the Governor in Council on the recommendation of the Minister.

Established under s.8 of the Environment Protection Act 1970, the EP Board advises the Minister and the Chairman of EPA Victoria on administration, corporate planning, strategic direction and policies and on national and international trends in environment protection. It has no regulatory role.

Members are independent, non-executive directors appointed part-time for up to three years. They can be reappointed. The current EP Board was appointed in August 2015 for one year.

Bob Welsh, board president

Bob WelshBob Welsh has been board president since his appointment in May 2006.

Mr Welsh is executive director of Sustainability Advisers P/L and director of EcoTrust Australia.

Mr Welsh was also the inaugural chair of Sustainability Victoria, the founding chief executive of VicSuper P/L and formerly the director of the Victorian Finance Authority and the Victorian Funds Management Corporation.

He has a Bachelor of Economics, a diploma in financial planning and is a Member of the Institute of Chartered Accountants Australia.

Ross McCann

Ross McCannRoss McCann is Chairman (and formerly chief executive) of Qenos P/L, President of the Plastics and Chemical Industry Association (PACIA) and is member of the Sustainability Victoria Board.

Mr McCann has extensive experience in petrochemicals and mineral resources through his executive positions at ICI Australia and WMC Resources P/L.

He has a Bachelor of Chemical Engineering (Hons) and is a Fellow of the Institute of Chemical Engineers.

Debra Russell

Debra RussellDebra Russell has over 30 years experience in law and a strong regulatory background, having been a senior executive with the Australian Securities and Investments Commission.

For the past 14 years, Ms Russell has worked as a legal and regulatory risk consultant, including through PricewaterhouseCoopers, providing legal and regulatory risk services to clients.

She has a Bachelor of Arts (Honours), Bachelor of Law (Melbourne University) and a Graduate Diploma in Applied Finance and Investment (Securities Institute of Australia).
