Our Executive
During 2008–09, EPA’s executive management team comprised the chairman (also CEO) and six directors. All directors occupy executive contract positions.
Ms Lea Saddington held the position of Director Corporate Resources until she left to pursue further career opportunities in December 2008.
During 2008–09, due to an internal restructure, six new directorates were created, as outlined in the organisation chart.
Mr Mick Bourke Chairman and CEO
The CEO is responsible for the overall strategic direction and management of EPA. The executive, the Office of the Chairman and EPA’s Legal Services support him. In the statutory role of chairman, the position is responsible for administering the relevant provisions of the Environment Protection Act 1970 and is advised the by the Environment Protection Board.

“Client Services is all about focusing on the needs of our clients. The directorate has two key functions: the capacity to deliver services across Victoria, and managing EPA’s relationships with our clients. We have staff located in five regional offices who deliver a range of environmental services to our clients. We are also at the forefront of EPA’s efforts to better understand our clients and build new and more productive client relationships.”

“Environmental Services Directorate is responsible for delivering many of EPA’s established services. The directorate delivers licensing, approvals, pollution response and investigation, compliance, enforcement, monitoring, partnership and audit program services. The main objective of the directorate is to deliver high quality services in a timely way that lead to improvements in environmental quality.”

“The Business Development Directorate reforms current services and develops new services, in partnership with Victorian business and through legislative reform. These reforms achieve improved environmental outcomes and business benefits by improving service effectiveness, reducing red tape, better targeted and more effective compliance action and greater focus on supporting business innovation. We communicate these service improvements, their benefits and EPA’s full range of services to the Victorian community.”

“The Future Focus Directorate develops strategic interventions to protect the environment and gathers and shares the knowledge EPA needs to meet its future challenges. Our strategic business planning and performance management systems help to harness the power of the whole organisation by ensuring alignment to EPA’s priorities. Through our environmental assessment programs we understand our performance against EPA’s objectives and inform the development of strategic interventions.”

“The Organisation Growth Directorate drives and supports cultural and organisation change. We develop initiatives which lead to clarity about the purpose and direction of change and leadership. We support improved community and stakeholder engagement and continual improvement in our human resource practices, policies and procedures to help people do their jobs.”

“The Corporate Resources Directorate partners with the business to enable delivery of EPA objectives. The Directorate offers proactive support and advice to shape and drive organisational efficiency, strategy and change. Service areas support enterprise wide governance and include: finance, risk, project management, technology and business systems.”
