Works Approval Application, Proposed Murray Basin Stage 2 Project

Iluka Resources Limited is proposing to develop the Murray Basin Stage 2 Project in north-western Victoria. The project is expected to produce approximately 2.4 million tonnes of dry, heavy mineral concentrate over 7.5 years. The project focuses on two main areas of mineralisation: Kulwin deposit, about 28km east of Ouyen and 40km west of Manangatang; and Woornack, Rownack, Rainlover and Pirro deposits about 20km south-east of Ouyen. The footprint of the project area is approximately 2,300 hectares.

Ore will be mined and processed onsite to produce heavy mineral concentrate, which will be transported to Iluka’s mineral separation plant at Hamilton for processing into rutile and zircon for sale on the world markets. The total life of the project will be approximately 13 years.

A Works Approval Application under the Environment Protection Act 1970 has been received by the Environment Protection Authority in relation to the project and is exhibited concurrently with the EES.

The application describes:

  • the total emissions of energy/greenhouse gases from the project; and
  • the environmental impacts of the desalination of groundwater by reverse osmosis desalination plants.

The EES and EPA Works Approval Application were advertised on the 16 February 2008 and have been placed on public exhibition from Tuesday 19 February until Monday 31 March 2008. These may be examined during normal business hours at the following locations:

Public Submissions

Interested parties are invited to make written submissions on the EES and EPA Works Approval Application by 5:00pm on Monday 31 March 2008.

Anonymous or email submissions will not be considered. Copies of all submissions received on the exhibited documents will be forwarded to the Department of Planning and Community Development, the Environment Protection Authority and Iluka Resources Limited. Submissions on these jointly exhibited documents will be considered in relation to both the EES and EPA Works Approval Application.

Submissions will be treated as public documents and will be made available for any person to inspect at Planning Panels Victoria, Level 1, 8 Nicholson Street, East Melbourne. The submissions may be placed on the Internet for public access, however, if this is done, names and addresses of individuals will be kept confidential.
