Works approval for construction and operation of a dockside receiving and storage facility for bitumen

In late June, EPA received a works approval application for the construction and operation of a dockside receiving and storage facility for bitumen. The application was advertised on 23 August 2006 and submissions closed on 13 September 2006.

Assessment of the application

EPA received submissions from the community and government agencies, in relation to the works approval application. Following the level of public interest EPA decided to hold a conference of interested parties under section 20B of the Environment Protection Act 1970 (the "Act"). The 20B conference was independently chaired and, was held on 28 September 2006.

Obtaining access to the works approval document

EPA assessed that the application had met the requirements of the Environment Protection Act 1970 and all relevant Industrial Waste Management Policies and State Environment Protection Policies (SEPP). The key finding of the assessment was that air emissions from the facility will comply with SEPP - Air Quality Management.

The works approval document provides approval to construct the facility. This works approval is granted with conditions concerning the design, installation and ongoing operation and maintenance of the facility.
