Security Foods Works Approval

EPA Victoria has issued a works approval for the development of a new meat processing facility in the North Wangaratta Industrial Estate. 

The Security Foods Investment Pty Ltd application was assessed and determined to meet the requirements of the relevant State environmental protection policies.

Five submissions were received from members of the community, outlining a range of concerns about impacts of the development, including odour, construction noise, air quality and wastewater management. These concerns were aired for consideration at a public conference in October, 2007.

These areas have been assessed by EPA and meet all the relevant requirements. The works approval requires an environmental management plan for the operation of the facility to be completed prior to the works starting.

EPA thanks all of those involved who made submissions or were involved in the works approval process with regard to this site. 

Rural City of Wangaratta issued a planning permit No 07 – 107 for the construction of a meat processing facility on September 20 2007. Any queries regarding the planning permit can be directed to the Rural City of Wangaratta Planning Department on 5720 8888.

The Act and the Scheduled Premesis Regulations 2007 does not require an abattoir to be licenced by EPA to operate.

Assessment of the application

As part of EPA’s assesment the Authority called for public comment on the proposed development.

EPA received five submissions for the public outlining a range of concerns surrounding the impact of the development on the community and the environment including:

  • Odour;
  • Construction, operation and cattle noise;
  • Increased traffic;
  • Impact on Greenhouse emissions and groundwater; and
  • Waste management

Given the public interest EPA held a conference of interested parties under section 20B of the Act. The conference was independently chaired by Mr Peter Davies. Download the conference agenda (PDF file, 53 KB).

The conference chair prepared a report identifying recommendations  for consideration by EPA (PDF file, 5173KB).
