CMA Recycling Pty Ltd
CMA Recycling (Vic) Pty Limited (formerly trading as Southern Rocycling) is a large recycler and processor of scrap metal based in Ringwood. Local residents have reported their concerns to EPA about noise from the premises. EPA will continue to work with CMA, Local Councils and the local community to reduce noise from the premises.
Update – December 2011
Maroondah City Council initiated an enforcement proceeding against CMA at the Victorian Civil and Administrative Tribunal (VCAT), seeking compliance with CMA’s planning permit. EPA and Whitehorse City Council are also parties to this proceeding. The case ran for ten days from 28 November 2011 and is listed for a further nine days starting 13 March 2012.

Following complaints to EPA of dust and odour, EPA investigated the CMA site on 29 July 2011 and found large stockpiles of shredder floc waste. As a result of the high temperatures recorded within the stockpiles, EPA issued CMA with a pollution abatement notice on 15 September 2011, requiring the stockpiles be reduced in size.

Background
EPA issued a Pollution Abatement Notice (PAN) to CMA Recycling in July 2008 following an investigation into excessive noise from its Ringwood site. The notice required that the company undertake an assessment of noise from the site identifying all noise sources, and begin works to reduce noise to within SEPP N-1 limits.
EPA revoked this PAN after CMA complied with the terms of the notice. EPA will continue to participate in actions aimed at ensuring CMA complies with SEPP N-1 noise limits.
A VCAT hearing to review Maroondah City Council’s proposed planning permit for the site was set for May 2010 with EPA as a joined party. An amended permit for CMA was ordered by VCAT in June 2010 by mutual consent of the parties.The permit conditions significantly restricted hours of operation and require submission to Maroondah City Council, the planning authority for the area, of a noise, dust and combustible dust management plan, as well as a complaints procedure for handling community reports.
