Esso Australia Pty Ltd (Esso) has applied for a development licence to install three power generation units at their existing site at 11 Bayview Rd, Hastings. These will convert excess ethane gas (a by-product of the liquid petroleum gas (LPG) processing) into 35-40 megawatts of electricity to power Victorian homes.

What does the application propose?

The natural gas liquids (ethane, propane and butane) are sent to the Long Island Point Fractionation Plant (LIP) in Hastings, operated by Esso Australia Pty Ltd (Applicant), for further processing prior to LPG being distributed locally and internationally. The ethane by-product of this process has, for many years, been sent through a pipeline to a customer in Altona for plastics manufacture.

When the customer is unable to accept the ethane as a result of maintenance, in most cases, Esso either needs to reduce the gas liquids flowing to Long Island Point, reducing the supply of propane and butane to Victoria, or need to flare the ethane. In some circumstances, this could result in the need to significantly curtail natural gas supply to reduce the production of these gas liquids, which would impact the supply of natural gas to Victoria.

In the event the customer is unable to accept the ethane, the Applicant requires an alternative use for the ethane. Generating power from ethane, will enable Esso to safely and reliably utilise undersubscribed ethane, avoiding the need to flare this gas at Long Island Point or reduce natural gas production for the south east Australian gas market.

Esso has submitted a development licence application to EPA to install three small power generation units at a site adjacent to LIP. These will be capable of converting ethane into 35-40 megawatts of electricity to power Victorian homes. As the demand for natural gas declines, so will the quantity of ethane gas requiring disposal and Esso expects the facility will cease operation around 2033.

Under the Environment Protection Regulations 2021, the activities the subject of the application are: L01 (General emissions to air) and K01 (Power generation) and require a development licence under the Environment Protection Act 2017.

Development licence issued

On 11 August 2022, a development licence was issued to Esso Australia Pty Ltd under section 69(1)(a) of the Act. The development licence is subject to conditions. The application is proposed to be undertaken in a way that meets environmental standards.

EPA assessed the application against all requirements under section 69(3) of the Act, focusing on air emissions, noise impacts, greenhouse gas emissions, and ethane flaring at the Long Island Point Fractionation Plant.

EPA has set conditions that will ensure the design and operation of  the three power generation units reduces risks so far as is reasonably practicable.

Submissions close

The first public submission and comment period for this development licence application was held from 16 March until 13 April 2022. In total, 9 submissions were received, including a late submission accepted on 22 April 2022.

Common concerns in the submissions were air emissions, climate change and community consultation. Specifically, the most common concerns related to emissions from the existing flare, how the project fits in with local climate change policies and lack of community consultation undertaken.

Information session hosted by Esso Australia Pty Ltd

On May 5, Esso Australia Pty Ltd hosted an information session at Sanctuary Inn Hotel, 126 Marine Pared in Hastings. EPA attended the event to further understand community concerns.
