Inappropriate disposal of waste through littering and illegal dumping are highly visible and frequently encountered signs of pollution in the community.

Responsibility for enforcement of the litter provisions of the EP Act is shared between a range of agencies, including local government, EPA, Victoria Police and public land management authorities. All of these agencies have a vital contribution to make in reducing litter.

A comprehensive approach, including the use of robust data, media and education campaigns, the provision of infrastructure as well as the enforcement of litter prevention laws is necessary if litter prevention campaigns are to be successful.

EPA Victoria has since 2005 undertaken a Litter Enforcement Program through the provision of a dedicated officer whose task is to assist litter enforcement officers and authorities to develop and implement strategies to tackle littering issues and to assist and guide the use of Part VIIA of the Environment Protection Act 1970.

This Litter Enforcement Toolkit is a resource tool to assist litter enforcement officers and authorities to develop and implement strategies to tackle littering issues and to assist and guide the use of Part VIIA of the Environment Protection Act 1970. It has been developed in response to feedback from litter enforcement officers so that it meets identified needs.
