Organic Matter Solutions P/L (OMS) applied for a works approval on 15 September 2015. The application is for mobile facilities (air curtain burners) to burn a range of waste streams including excess green waste, wood waste and biohazard materials, as well as for emergency cleanup (after fire or flood) and fuel reduction for bushfire prevention in urban and rural areas in Victoria.
Amended works approval application
OMS provided an amended works approval application and additional supporting information:
EPA notified submitters of this additional information and invited comment on it. The closing date for submissions was 15 July 2016. Submissions and responses from OMS were considered as part of EPA’s assessment of the application.
20B conference report
A conference under Section 20B of the Environment Protection Act 1970 (20B conference) was held on 26 November 2015 in Melbourne. Its purpose was to ensure that EPA had a full understanding of the concerns raised in submissions regarding the proposal. The conference was chaired and run by an independent facilitator.
On 3 December, the facilitator and EPA also met a group of representatives from the community group of Stop The Tip as they were unable to attend the 20B conference.
Following the meetings, the independent facilitator produced a report (PDF 903KB – file updated 18 January 2016 to note that Felicity Millner from Environmental Justice Australia represented TTTDAG) that details concerns and issues raised in both written submissions and at the conference. It includes the independent facilitator’s reflections and recommendations that represent an impartial, non-expert view, based on public submissions and comments made at the public meeting.
EPA will consider the report in assessing the application.
Public consultation on the works approval application
EPA has referred this application to a wide range of government departments, councils and shires.
The works approval application was advertised for public comment in the Herald Sun and The Age on 30 September 2015. The closing date for public submissions to EPA was Wednesday, 21 October 2015.
EPA issued a notice (PDF 292KB) to the applicant (under section 22 of the Environment Protection Act 1970) on 11 November 2015, requesting the applicant to address issues raised in the public submissions (public submissions 1 to 6 below).
Submissions from the public on the application
EPA has received six submissions from the public, including industry and community interest groups. Submissions raise concerns about consistency with the waste management hierarchy and ‘prevailing resource recovery policies in Victoria’, feedstock quality controls, suitability of some of the selected feedstock and locations, air emission control, fire risk, limited energy recovery potential, ash management and risk management. Submissions supporting the proposal were received. Submissions are attached.
