Guidelines and other documents
Information bulletins and guidelines have been developed to inform and assist the development of Neighbourhood Environment Improvement Plans (NEIPs).
These publications are free to download or are available from the EPA Information Centre.
There are two types of publications:
- information bulletins provide information about the process
- guidelines explain the statutory requirements under the Environment Protection Act 1970.
Publications currently available are:
- NEIPs – An Introduction (brochure available from the EPA Information Centre)
- EPA Publication 846 – Neighbourhood Environment Improvement Plans – Developing a Voluntary Proposal (Adobe PDF file, 493KB) – This information bulletin is designed to assist people develop a voluntary NEIP proposal
- EPA Publication 847 – A Guideline for Submitting a Voluntary Neighbourhood Environment Improvement Plan Proposal (Adobe PDF file, 171KB) – This guideline provides detailed information on the statutory requirements for submitting a proposal.
Second reading speech
The second reading (Adobe PDF file, 61KB) is part of the formal process undertaken to examine a Bill by Parliament. The underlying principles of a Bill are debated at this stage.
The second reading speech of the Environment Protection (Liveable Neighbourhood) Bill was read on 2 November 2000.
The second reading speech contains much of the background to NEIPs. It is written in plain English and is particularly useful for gaining an understanding of why NEIPs were developed.
Victorian Government Gazette
The Victorian Government Gazette is an official published document which notifies the public of decisions, actions taken by or information from the:
- Governor of Victoria
- Government authorities
- Government departments
- local government
- companies and individuals.
All legislation is published in the Government Gazette having been approved by the Governor of Victoria, on behalf of the Queen.
The approval of the Environment Protection (Liveable Neighbourhoods) Act 2001 (Adobe PDF file available from Victorian Legislation and Parliamentary Documents) by the Governor of Victoria was published in the Victorian Government Gazette on 10 May 2001.
