Building sites and stormwater

Building sites have been identified as a significant source of stormwater pollution in Council Stormwater Management Plans (SWMPs).  The increasing level of building activity over recent years, particularly in Melbourne (both in in-fill and in growth areas), has had a significant negative impact on stormwater quality.

In order to help minimise the discharge of sediments and other pollutants to stormwater systems and waterways, any construction activities associated with the development of land should be carried out in accordance with best practice guidelines.  These include:

  • Construction Techniques for Sediment Pollution Control (EPA Publication 275);
  • Environmental Guidelines for Major Construction Sites (Publication 480 of the BPEMS series);
  • Australian Run-off Quality Guidelines (http://www.arq.org.au/); and
  • Keeping Our Stormwater Clean – A Builders Guide (2006 Update)(PDF file, 3.1mb)
In general terms, minor cases of illegal dumping of wastes and rubbish in stormwater drains and waterways should be reported to your local councils.  Major cases of illegal dumping of wastes and rubbish in stormwater drains and waterways, and spills and slicks in waterways need to be reported to EPA’s Pollution Watch Line.
