The Victoria Planning Provisions require that a planning permit be obtained to build or expand a broiler farm. In considering planning permit applications for broiler farms, local councils must have regard to the Victorian Code for Broiler Farms 2009 (the Code). The Code requires that “special class” broilers or “farm clusters” conduct odour environmental risk assessments to ascertain potential impacts on neighbouring residents. EPA is developing guidelines on how these risk assessments should be conducted. The purpose of this discussion paper is to seek feedback and input from industry, government and community stakeholders to inform the development of a new broiler farm OERA guideline.
