This page provides advice for:
- occupiers of transfer stations and public utility depots wanting to temporarily store asbestos.
- businesses wanting to temporarily store 'designated waste' (liquid 30XY wastes) on their site.
The occupier must register the premises as a temporary storage site. This will enable waste transport certificates to be completed (as required by the Environment Protection (Industrial Waste Resource) Regulations 2009).
How to register a temporary storage site
- If you have a Portal account, call 1300 372 842 (1300 EPA VIC). You will then be issued a registration number for completing waste transport certificates.
- If you do not have a Portal account, go to the EPA Interaction Portal. Choose ‘Create account’ and then ‘Register on behalf of a business’.
To deregister a temporary storage site, call 1300 372 842 (1300 EPA VIC).

When works approvals and licences are required
In most cases, occupiers of premises storing prescribed industrial waste (PIW) must obtain an EPA works approval and licence. There are severe penalties – up to 2400 penalty units (approximately $350,000) – for storing PIW without an EPA works approval and licence when they are required.

In limited circumstances, asbestos and ‘designated waste’ can be temporarily stored without an EPA works approval or licence. This allows for circumstances where, for example, it would be unreasonable to require a public utility to repeatedly transport small amounts of material to a distant licensed facility if their depot has appropriate management controls. Further information is below.
There is no change to the requirements for transporting prescribed industrial waste – the Environment Protection (Industrial Waste Resource) Regulations 2009 require PIW to be transported in permitted vehicles and using waste transport certificates.
