You can no longer make changes to Part A or Part B of a waste transport certificate once Part B has been submitted. If the waste has already been transported, you’ll need to contact wastecert@epa.vic.gov.au to request an amendment. You will need to provide:

  • the waste transport certificate number
  • the details you want to amend, for example the field and value
  • the reason for the amendment.

A valid waste transport certificate (WTC) must accompany all prescribed industrial waste (PIW) in transit.

Who can request an amendment to a waste transport certificate

Only authorised contacts can request an amendment. An authorised contact is a person who has the authority to act on behalf of the company. If you are not an authorised contact, you will need to request authorisation from a current authorised contact at your company. They can add your name to your EPA company account. Only the company that has submitted the relevant part of the WTC can request an amendment to that specific part. This means that only the company which submitted Part A, Part B, or Part C of the waste transport certificate may request an amendment to the part they have submitted.

Amending a waste transport certificate when Part B has not been submitted

You can amend Part A of a waste transport certificate any time.

  • Log into the portal.
  • Go to the ‘Waste transport certificates tab.
  • Select ‘change or review an existing certificate’. 
  • Click ‘Undo Part A’ at the bottom of the waste transport certificate form. This will then allow you to amend Part A.

You will not be able to change the waste code in Part A when it has been reverted back to draft. In these instances, you can request a waste code amendment if:

  • the waste has not yet been generated, or
  • Part A has not yet been submitted.

This certificate can then be used at a later stage for future consignments. To request an amendment, see the relevant sections further down.

Amending a waste transport certificate when Part A and B have been submitted, but waste has not left the premises

You shouldn’t request an amendment when Part A and B have been submitted, but no waste has left the premises. Instead, you should:

  • Generate a new waste transport certificate with the correct details and submit a cancellation request for the original waste transport certificate.
  • Send this request to wastecert@epa.vic.gov.au.
  • Make sure you reference both the original and new waste transport certificate numbers and the reason for the cancellation.
  • Include the old waste transport certificate number in the ‘producer comments’ section in Part A of the new waste transport certificate.

How waste producers can request an amendment

Waste producers can request an amendment to Part A of a waste transport certificate by emailing wastecert@epa.vic.gov.au. Amendments can include information such as a waste code, waste form, hazard category, contaminants, and the intended waste receiver.

If you have also submitted Part B of a waste transport certificate, you may also request an amendment for the waste transporter, such as the driver’s name and vehicle registration.

If you believe the waste receiver has submitted Part C incorrectly, please contact the waste receiver to ask them to request an amendment directly to EPA.

How waste transporters can request an amendment

Waste transporters can request an amendment to Part B of a waste transport certificate by emailing wastecert@epa.vic.gov.au. This includes information about vehicle registration numbers and the driver’s name.

If you have also submitted Part A of a waste transport certificate on behalf of the waste producer, you may also request an amendment to these fields.

If there are incorrect details submitted in Part A or Part C, please contact the waste producer and waste receiver respectively to request an amendment to EPA.

How waste receivers can request an amendment

Waste receivers can request an amendment to Part C of a waste transport certificate by emailing wastecert@epa.vic.gov.au. This may include details such as the amount of waste received, the unit of measurement, the licence number and any changes in weight or waste type.

You can also request an amendment if you have received waste under a waste transport certificate that has nominated the incorrect waste receiver in Part A.
