| Background of offence or contravention | Cleanaway Pty Ltd owned and operated the Stawell Landfill. On 24 February 2023, Environment Protection Authority (EPA) Officers attended the Stawell Landfill following a pollution report, and observed a strong odour beyond the boundary of the premises. EPA Officers also observed a large area of exposed waste within the active cell, waste which had not been compacted adequately, and the degradation of the alternative daily cover used to a state of being inappropriate. EPA found this to be a breach of a condition of Cleanaway Ptd Ltd's Operating Licence that all waste in the cells, apart from the active tipping face must be covered at all times. |
