Background of offence or contravention | On 03.12.2020, EPA Authorised Officer attended 130 Carrolls Lane (town allotment 20 Section Y2), Wodonga (Premises). EPA officer observed a large 34m2 triangular stockpile area which contained aproximately 13 individual stockpiles of industrial waste including, concrete slabs, crushed concrete, roof tiles, bricks, gravel, bitumen, asphalt, soil mixed with cement fragments and plastic, plastics, steel and reinforcing steel mesh. The premises, occupied by Craig CARTWRIGHT, did not hold a licence or permit to accept industrial waste. On 10.12.20, EPA officer issued CARTWRIGHT two notices to identify the occupier of the premises and to identify who ws in control of the activity of accepting, depositing and handling the industrial waste observed on the premises. CARTWRIGHT failed to comply both notices, despite EPA agreeing to extend compliance timeframes and numerous follow-up reminders." |
