| Background of offence or contravention | ELT Recycling Australia Pty Ltd (ELT) is a tyre recycling company which receives waste tyres and processes them in different forms for sale to local industries or for export. Its premises are located at 147-149 Northbourne Road, Campbellfield. ELT holds registrations with the EPA for its recycling operations and also has a permit allowing it to transport waste tyres into Victoria. That permit limits the company to bringing in a maximum of 2,000 equivalent passenger units (EPUs) of tyres from one approved supplier in Tasmania. During inspections on 8 February 2024, EPA officers visited both ELT sites and found large stockpiles of waste tyres, ongoing tyre‑shredding operations, and bags of shredded tyre material stored around the premises. At one site, they also observed a container of spilled hydraulic oil that had not been cleaned up. Waste‑tracking and site records confirmed that ELT had been receiving waste tyres from Tasmania on the understanding that their permit allowed it. However, further EPA checks on 14 February 2024 showed that the company had exceeded its permitted limit by more than 104,000 EPUs since April 2023. Investigators also determined that ELT had accepted waste tyres from locations other than the single approved Tasmanian supplier, which is a breach of its transport permit. |
