| Background of offence or contravention | ELT Recycling Australia Pty Ltd (ELT) is a tyre recycling company which receives waste tyres and processes them in different forms for sale to local industries or for export. Its premises are located at 147-149 Northbourne Road, Campbellfield. On 9 November 2021, ELT were issued EPA Registration relating to the facility premises and allowing engagement in a 'prescribed permission activity', specifically the receipt, storage or processing of waste generated at another site. Attached to the Registration was the condition to keep records detailing the movement, location, and type of waste on the premises. On 27 April 2023, EPA officers conducted an inspection at the premises to assess compliance with the Registration. Neither the administrator nor any staff member present at the site were able to produce sufficient documentation detailing incoming and outgoing movements of waste tyre at the premises. |
