VCAT upholds EPA decision to deny Veolia's application

EPA Victoria’s decision not to grant Veolia Recycling & Recovery Pty Ltd a Development Licence to operate a waste and resource recovery facility at 290 Hallam Rd, Hampton Park has been upheld at VCAT.

EPA Victoria’s decision not to grant Veolia Recycling & Recovery Pty Ltd a Development Licence to operate a waste and resource recovery facility at 290 Hallam Rd, Hampton Park has been upheld at VCAT.

In April last year, EPA announced that, following a lengthy and comprehensive assessment of Veolia’s application to operate a new facility on the site of the Hampton Park Resources Recovery Precinct, a Development Licence would not be granted.

EPA’s decision was taken to VCAT by Veolia which today (10 April 2026) handed down their decision that EPA’s refusal should stand.
