VCAT upholds EPA decision
EPA Victoria’s decision not to grant Veolia Recycling & Recovery Pty Ltd a Development Licence to operate a waste and resource recovery facility (waste transfer station) at 290 Hallam Road, Hampton Park, was upheld on Friday 10 April by VCAT.
In 2023, Veolia Recycling & Recovery Pty Ltd applied for a Development Licence to establish a waste transfer station at the landfill. We refused the application in April 2025 after public consultation.
EPA refuses proposed application
After a comprehensive, science-based assessment of Veolia’s Development Licence application for a waste transfer station at its site in 290 Hallam Road, Hampton Park, EPA Victoria has decided to refuse the proposal.
While EPA’s decision is subject to appeal by Veolia, it means that the waste transfer station cannot be constructed.
EPA made the decision after it determined the proposed waste transfer station does not meet the requirements of the Environment Protection Act 2017.
There are unacceptable risks to human health and the environment from the proposal, primarily from odour and noise emissions. Due to the close proximity of the proposed waste transfer station to residential homes and other sensitive receptors, EPA has determined that these risks cannot be reduced to acceptable levels.
Local community feedback was considered during the assessment of the application.
As this matter is before VCAT, further comment cannot be made at this time.
The VCAT hearing has concluded, and the matter is now pending a decision from VCAT.
