| Background of offence or contravention | Sasha Wang is the director of ELT Recycling Australia Pty Ltd (ELT). ELT operate a tyre reprocessing facility at 147-149 Northbourne Road, Campbellfield. On 7 July 2023, EPA Authorised Officers inspected the Premises to assess ELT’s compliance with its fire mitigation requirements imposed by registrations issued under the EP Act. On arriving at the site, EPA Authorised Officers were physically prevented from carrying out the inspection as ELT’s representatives stood around them, blocking their paths and telling them they would not be conducting an inspection. Despite requests by EPA authorised officers that WANG move away from them, WANG refused. WANG attempted to intimidate EPA Authorised Officers by waving a broom at them and using the broom to motion EPA Authorised Officers offsite. The EPA Authorised Officers left the premises briefly before returning to the site. Entry was eventually granted. |
