This guideline explains the statutory and administrative requirements of a Better Environment Plan (BEP). It also sets out the guiding principles and criteria that EPA employs when considering BEP proposals.
Applicants should consult this guideline to ensure they understand the requirements. The guideline should be read in conjunction with the Act and other guidance published by EPA.
