Following the Minister for Planning's assessment in May 2025 of an Environmental Effects Statement for Viva Energy’s floating storage and regasification unit (FSRU), EPA Victoria has now assessed and granted development licences for the project.
EPA’s assessment included rigorous technical assessments and included an extensive community consultation period. The licences are just one of the regulatory approvals required to develop a floating storage and regasification unit in Corio Bay, and for Viva Energy Refining Pty Ltd to reuse and discharge water from the FSRU.
EPA’s decision comes with strict licence conditions requiring Viva Energy to address environmental as well as safety issues associated with the handling and management of Dangerous Goods(opens in a new window).
Construction of this project cannot commence until Viva Energy has obtained other licences from other relevant regulatory authorities. Viva Energy will also need to obtain relevant licences from WorkSafe to operate a Major Hazard Facility and Energy Safe Victoria for the pipeline and other regulatory approvals relating to safety, environment, and Emergency Management Act.
The unit cannot commence operations until Viva Energy demonstrates it has met the conditions of all licences and successfully secured an additional Operating Licence from EPA.
EPA’s assessment of the FSRU proposal concluded that it is consistent with relevant best available techniques and technology and the risks of harm to human health and the environment.
