Background
Viva Energy Gas Australia Pty Ltd (Viva Energy) proposed to undertake the Viva Energy Gas Terminal Project. The project comprises the development of a gas terminal using a ship-based facility, known as a floating storage and regasification unit (FSRU). The project will be developed at Refinery Pier in Corio Bay, adjacent to Viva Energy’s Geelong Refinery.
The project underwent two rounds of EES. The initial EES was completed in March 2023. Subsequently, the Minister of Planning required a supplementary EES to address additional information on potential impacts relating to:
- marine environment
- air quality
- noise levels
- cultural heritage.
On 26 May 2025, the Minister of Planning issued her assessment of the environmental effects of the project. For more information on the Viva Energy Gas Terminal Project and EES and supplementary EES assessment, please visit the planning website.
The project also requires permissions from EPA for the development of the FSRU and reuse of FSRU discharge water at the Refinery.
