A message from the CEO

I am pleased to present EPA Victoria’s Annual Delivery Plan for 2026–27.

This year marks an important step for the Environment Protection Authority. From 1 July, our role expands to include responsibility for Victoria’s waste and recycling system. This follows the integration of Recycling Victoria and its role under the Circular Economy (Waste Reduction and Recycling) Act 2021.

We protect communities and the environment and are building a stronger EPA that works across the circular economy. By bringing together regulation, market oversight and system stewardship, we will drive safer, more reliable waste and recycling services while supporting a transition to a circular economy.

This Annual Delivery Plan translates the goals of EPA’s Strategic Plan 2022-27 into focused action for the year ahead. Our priorities are designed to protect communities and the environment.

Our priorities focus on what matters most. Guided by risk, science and data, we target the activities that pose the greatest risk to communities and environment. This helps us prevent harm earlier, regulate proportionately and support shared responsibility.

We are investing in science and innovation, beginning work to establish a Centre of Excellence for Regulatory Science and Innovation (CERSI). This will help us build partnerships and strengthen how we use science to inform our work over time.

We also recognise the need for strong foundations. Alongside our regulatory work, we are investing in our people, systems and partnerships to help us succeed in a more complex operating environment.

Together, these priorities will deliver real results. We will take strong and visible action to protect the community and environment, work to prevent harm, explain our decisions clearly, and hold polluters to account. We aim to deliver a cleaner environment and lasting benefits for Victorian communities, while supporting the transition to a circular economy.
