Noisy or smoky vehicle reports received by EPA can be made by members of Victoria Police or EPA officers. If your vehicle is reported for being excessively noisy or smoky, EPA may send you a legal notice requiring you to get it tested. We call this a ‘vehicle testing notice’.

Certificates of compliance
When a vehicle passes the test, a certificate of compliance will be issued.
If you don’t forward the certificate of compliance by the due date, EPA can take the following actions:
- fine you
- suspend your vehicle registration.
You may also receive a fine if you sell the vehicle without first obtaining permission from us, while the testing notice remains outstanding.

If your vehicle fails the test
If your vehicle fails the test, the approved tester will not issue you a certificate of compliance and:
- Repairs must be made to ensure your vehicle passes the required test.
- Rebook and pay for another test from an approved vehicle tester.
You are not obliged to have the repairs done by the same workshop that conducted the test.
Paying for vehicle tests
A fee is payable directly to the tester and not EPA for conducting the test or any further testing that maybe required. This fee is payable regardless of a pass or fail result.
Note that the vehicle noise test fee does not include the cost of any repairs that your vehicle may need.
