Amend operating licence following landfill cell construction

How to amend an operating licence for a landfill where a new cell has been constructed.

You must amend your A05a – Landfills excluding municipal landfills servicing 5,000 people or more operating licence after a new landfill cell has been constructed and audited by an environmental auditor.

To add a new landfill cell to the operating licence you need to:

  • request approval of the new landfill cell, then
  • apply to amend your licence.

  • a copy of the environmental audit report from the construction audit
  • details of any additional work.

How long it takes

Information to include in your application

You must include details of the landfill cell – including:

  • An updated activity plan in jpeg or png format that shows the new cell as an active cell. Remove previous cells on site that have reached their pre-settlement contour plan from being active. The activity plan must include:
    • all cells marked future, active or closed
    • boundary of the operating or development licence
    • leachate sumps
    • leachate pond
    • stormwater pond
    • stormwater discharge points
    • LFG boundary monitoring bores
    • LFG flare/engine
    • groundwater monitoring bores
    • a waste transfer station – A13a, A13b, A13c – with the boundary clearly marked
    • a weighbridge.
  • An updated contour plan if the cells are marked as active or closed or future. Changes to the contours in the plan require a development licence amendment.
  • A list of active cells that have reached pre-settlement contours. These cells can be taken off the operating licence.
  • Updated remaining landfill airspace for the new cell, remaining open cells, and for the remaining future cells. Also include an updated anticipated timeframe for when the landfill is expected to be full. This information is required to ensure Recycling Victoria have the latest information for the site for future updates of the VRIP.
  • The rehabilitation status on existing cells. Indicate if there is a rehabilitation plan for the site that we have approve.
  • Any addendums required as part of the audit recommendations that require completion prior to waste deposition in the cell.

How long it takes

Once we approve the construction report, we commence assessment of the operating licence amendment application.
