The Department of Transport and Planning (DTP) is responsible for environmental impact assessment processes for major projects in Victoria. This is managed through the Environment Effects Statements (EES) framework under the Environment Effects Act 1978.
Our initial involvement occurs at the EES referral stage where it provides technical and regulatory advice to DTP.
Once the Minister for Planning determines that an EES is required, EPA is typically invited to join the Technical Reference Group (TRG). Our role in the TRG is to review EES documentation prepared by the proponent and provide further advice. This includes advice on identifying and managing risks of harm to human health and the environment in line with relevant EPA legislation.
Development Licences
A development licence is an EPA permission to design, construct or modify complex high-risk industrial or waste management activities.
Development licences are assessed under section 69 of the Environment Protection Act 2017.
Some EES projects also require a development licence from us.
