When you need a registration for this activity
You must get a permission from us to conduct certain activities that have risk of harm to human health and the environment. These are called prescribed activities and are defined in Schedule 1 of the Environment Protection Regulations 2021.
Waste tyres are combustible waste. They can harm human health and the environment if stored incorrectly. When waste tyres catch fire, they are hard to extinguish. For information about the risks of storing waste tyres and how to manage them, visit Waste tyres and Manage waste tyres.
Under the Regulations, you need a B04 – Waste tyres in silage production registration to receive, use or store waste tyres for this activity. You must also meet the general environmental duty.
If you use or store less than 5 m3 of waste tyres on your property, you do not need a B04 registration.
Storing or accepting wastes other than tyres
B04 registration applies only to whole (not shredded) waste tyres (waste code T140). For information about storing or accepting other types of waste, visit Managing industrial waste.
Converting 5,000 EPU and 5 m3 into a number of waste tyres
The measure of 5,000 EPU is the same as 5,000 tyres of the size typically used for passenger cars.
Schedule 2 of the Environment Protection Regulations 2021 provides a conversion table for different tyres that are larger or smaller than this.

We use EPUs for triggers and thresholds for permissions. Schedule 2 of the Regulations provides a conversion table for different size tyres.
For smaller amounts of waste, including waste tyres, the Regulations use a volumetric measure. 5 m3 is about the capacity of a small skip bin.
Silage-producing farms in different locations
If you want to use or store waste tyres for silage production at more than one site, you need a separate B04 registration for each location. For example, if you use tyres to make silage at one site and then move them to another, you may need a registration for each site.
This applies to individual sites that use and store tyres for silage production. It does not apply to different sites at the same address. This means that if you have multiple piles of tyres at one site or address, you do not need a separate registration for each pile.
Related activities
To store more than 40 tonnes or 5,000 equivalent passenger units (EPU) of tyres for any purpose other than silage weights, you need an A09a – Waste tyre storage (large) development licence and operating licence.
To store more than 5 m3 but less than 40 tonnes or 5,000 EPU of tyres for any purpose other than silage weights, you need an A09b – Waste tyre storage (small) registration.

You must specify only one activity location/address per registration application.
Waste information
Only use waste code T140.
In the 'Amount of waste' field, enter an estimate of the total amount of waste tyres at your activity location. This includes tyres used in silage production and tyres in storage. Then select the appropriate unit of measure. See the EPU values table in Schedule 2 of the Regulations.
In the 'Amount of silage' field, enter the estimated maximum amount of silage produced at the activity location. Then select the appropriate unit of measure.

Registration conditions
Permission conditions outline the legal obligations for the permission holder. They set up a framework for risk management, record keeping and reporting.
Where a condition includes:
- the word 'placeholder', values will be populated with information that's specific to your site
- a reference to a 'figure' or 'appendix', information will be populated that's specific to your site.
'Authority' means Environment Protection Authority (EPA).

Condition code | Description |
REG_G01 | A copy of this registration must be kept at the activity site and be easily accessible to persons who are engaging in an activity conducted at the activity site. Information regarding the requirements of the registration and the Act duties must be included in site induction and training information. |
REG_G02 | You must immediately notify the Authority by calling 1300 EPA VIC (1300 372 842) in the event of a discharge, emission or deposit which gives rise to, or may give rise to, actual or potential harm to human health or the environment. |
REG_G03 | You must: a) notify the Authority of any change to your name or address (including your registered address or activity site address as applicable); and b) update the EPA Interaction Portal if any other administrative details relevant to this registration change. |
REG_WM01 | For all wastes of a type listed in Appendix 1, you must keep records detailing: a) incoming and outgoing movements of waste; b) the current location of waste at your activity site; and c) the waste type of any waste located at your activity site. These records must be retained for five years and be made available to the Authority on request. |
REG_WM03 | You must ensure that: a) only waste of a type shown in Appendix 1 of this registration is accepted at the activity site; and b) if any waste is received at the activity site that is not of a type shown in Appendix 1, that this waste is placed in a designated and clearly sign-posted temporary storage area and is transported to a site which is authorised to receive this waste as soon as practicable. |
REG_WM05 | You must store and manage stored waste tyres in a manner which minimises the risk of fires. For more information, see EPA webpage guidance Manage waste tyres as amended from time to time. |
B04 record keeping
Parts (a) and (b) of condition REG_WM01 apply specifically to waste tyres only. However, part (c) relates to the general environmental duty. This duty still applies to other risks of harm to human health and the environment. These risks could include storing and handling farm chemical drums with residues and other wastes generated on site.
You must keep and maintain records of these waste materials as part of your overall risk management responsibility under the general environmental duty.
You only need to record the locations where you have stockpiled tyres. It's not necessary to record the location of tyres being used for silage production.
Manage your registration
Registrations cannot be amended or transferred. If you need to update your details, you need to apply for a new registration.
