A11 – Transporting controlled waste into Victoria

Learn about the A11 – Transporting controlled waste into Victoria permit, the conditions you must comply with and how to apply.

When you need a permit for this activity

You must get a permission from us to conduct certain activities that have risk of harm to human health and the environment. These are called prescribed activities and are defined in Schedule 1 of the Environment Protection Regulations 2021.

Transporting controlled waste into Victoria from interstate is managed under the National Environment Protection Measure for the Movement of Controlled Waste Between States and Territories (NEPM).

Most reportable priority waste is controlled waste. Controlled waste types are listed in the NEPM.

Under the Regulations, you need an A11 permit to transport controlled waste into Victoria.

If you're the waste producer or a person authorised to act on behalf of the producer by the state or territory where the controlled waste is produced, you can apply for the permit.

We cannot issue an A11 permit to more than one waste producer and/or collection site.

An A11 permit does not give you permission to use vehicles for transporting waste. Vehicles must have the appropriate waste transport permissions. For more information, visit Transport waste interstate.

Exemptions

Under some circumstances, you can apply for a permit exemption.

To move solid reportable priority waste out of Victoria, you need an A12 – Transporting waste out of Victoria permit.

To transport reportable priority waste (excluding waste codes B100, E100, G100 or R100), you need an A10b – Reportable priority waste (transport) – other registration.

To transport reportable priority waste with waste codes B100, E100, G100 or R100, you need an A10a – Reportable priority waste (transport) – high risk permit.

Information to include in your application

For this application, you must also provide:

Activity locations

Provide information on the waste dispatch location (outside Victoria), including:

  • business name
  • contact phone number
  • contact email
  • licence or permission number, if applicable.

Provide information on the waste generation, including:

  • where the waste was generated
  • what type of industry or business generated the waste
  • information on the collection route or service area, if the waste was collected from multiple locations
  • supporting documents or evidence.

Provide information on the waste receiving facility, including:

  • business name
  • contact phone number
  • contact email
  • licence or permission number.

Proposed activity

Provide the:

  • proposed waste dispatch start and end date (no more than one year duration).
  • consignment or authorisation to export the waste from the jurisdiction of origin, if applicable.

Receiving facility capacity to receive waste

We must consider whether the receiving facility has sufficient capacity to manage the waste. If you are applying on behalf of the receiving facility, you must provide details explaining your capacity to receive the waste. This must include reference to your existing permission conditions and limits.

Attach any evidence you have that demonstrates that the receiving facility has sufficient capacity to receive the waste.

Proposed waste management

Detail how the waste will be managed at the receiving facility (reuse, recycling, treatment or disposal). You must include any applicable waste treatment and/or disposal codes. These can be found on the receiving facility’s EPA Victoria permission.

Does the state or territory where the waste was generated have a facility or facilities that offer the same or similar waste management services for reuse, recycling, treatment, or disposal? If yes, please explain why the facility or facilities are not appropriate for the reuse, recycling, treatment or disposal of the waste.

Attach any evidence you have that demonstrates why the receiving facility is the most appropriate facility for the reuse, recycling, treatment or disposal of the waste.

Waste information

Provide the:

  • waste code
  • amount of waste
  • unit of measurement
  • waste form.

If an application fee applies, we cannot assess your application until we've received and processed this fee.

How long your permit is valid for

A11 permits can be issued for up to one year. After one year, they automatically expire and cannot be renewed. If you need another A11 permit, you can apply for a new permit.

How we assess your application

When we assess your application, we also consider:

  • whether the facility receiving the waste is appropriately licensed or approved by us and has capacity to receive the waste
  • whether there's an appropriate facility for reuse, recycling, treatment or disposal of the waste in the state or territory the waste is coming from
  • relevant Victorian and interstate environment protection policies
  • statutory policies and legislation of other participating jurisdictions relating to the generation, transport, treatment or disposal of waste.

We may consult the interstate jurisdiction as part of our assessment.

We assess A11 permit applications on a case-by-case basis.

Permit conditions

Permission conditions outline the legal obligations for the permission holder. They set up a framework for risk management, record keeping and reporting.

Where a condition includes:

  • the word 'placeholder', values will be populated with information that's specific to your site
  • a reference to a 'figure' or 'appendix', information will be populated that's specific to your site.

'Authority' means Environment Protection Authority (EPA).
