When you need a registration for this activity
You must get a permission from us to conduct certain activities that have risk of harm to human health and the environment. These are called prescribed activities and are defined in Schedule 1 of the Environment Protection Regulations 2021.
Commercial dry-cleaning activities are when garments are cleaned using a chemical solvent other than water for commercial purposes.
Under the regulations, you need an L07 – Dry cleaning registration for a site operating commercial dry-cleaning activities.
If you operate a commercial dry-cleaning business, it's important that you manage and store chemicals and waste correctly. If not managed correctly, chemicals and waste can spill or leak into the environment. If they’re not stored in the right way, they can harm the environment and human health. If an application fee applies, we cannot assess your application until we've received and processed this fee.
No fee applies for the L07 – Dry cleaning registration.

Registration conditions
Permission conditions outline the legal obligations for the permission holder. They set up a framework for risk management, record keeping and reporting.
Where a condition includes:
- the word 'placeholder', values will be populated with information that's specific to your site
- a reference to a 'figure' or 'appendix', information will be populated that's specific to your site.
'Authority' means Environment Protection Authority (EPA).
Other conditions may apply.
Condition code | Description |
REG_G01 | A copy of this registration must be kept at the activity site and be easily accessible to persons who are engaging in an activity conducted at the activity site. Information regarding the requirements of the registration and the Act duties must be included in site induction and training information. |
REG_G02 | You must immediately notify the Authority by calling 1300 EPA VIC (1300 372 842) in the event of a discharge, emission or deposit which gives rise to, or may give rise to, actual or potential harm to human health or the environment. |
REG_G03 | You must: a) notify the Authority of any change to your name or address (including your registered address or activity site address as applicable); and b) update the EPA Interaction Portal if any other administrative details relevant to this registration change. |
REG_DC01 | You must maintain records of machine maintenance which is undertaken. These records must be retained for five years and be made available to the Authority on request. |
REG_DC02 | You must ensure that all persons engaging in the prescribed activity are properly trained and are familiar with how to manage dry-cleaning chemicals and wastes, and the legal requirements of the registration and the Act. |
REG_DC03 | Containers used to store dry-cleaning chemicals and wastes must be clearly labelled so that the contents can be identified. |
REG_DC04 | You must store dry-cleaning chemicals and wastes: a) in sufficiently sealed, chemically-resistant containers; b) separately from other chemicals; c) under cover; d) away from drains and sewers; and e) away from extreme heat. |
REG_DC05 | You must store all dry-cleaning chemicals and wastes (including separator water) in a manner which prevent leaks or spills from escaping into the environment. |
REG_DC06 | You must ensure measures are in place to contain and clean-up leaks or spills of dry-cleaning chemicals and wastes. |
REG_DC07 | You must not dispose of hazardous dry-cleaning wastes: a) to general waste (e.g. a rubbish bin); b) to the sewer (e.g. sink or toilet); c) to stormwater (e.g. via stormwater drains); or d) to a place or premises (including a vehicle) which is not lawfully authorised to receive the waste. |
REG_DC08 | You must keep records of: a) outgoing movements of dry-cleaning wastes; b) the current location of dry-cleaning wastes at your activity site; and c) the waste type of any dry-cleaning wastes located at your activity site. These records must be retained for five years and be made available to the Authority on request. |
REG_WM02 | All plant and equipment must be maintained and operated in proper working condition, in accordance with the manufacturer’s specifications. |
Manage your registration
Registrations cannot be amended or transferred. If you need to update your details, you need to apply for a new registration.
