When you need a permit for this activity
You must get a permission from us to conduct certain activities that have risk of harm to human health and the environment. These are called prescribed activities and are defined in Schedule 1 of the Environment Protection Regulations 2021.
Transporting waste can pose a risk to human health and the environment if the waste is not properly managed and handled.
Under the Regulations, you need an A12 permit to move solid reportable priority waste out of Victoria. This does not include waste tyres.
You do not need an A12 permit to move liquid reportable priority waste out of Victoria.
The waste transporter must also have approval from the appropriate authority in the state or territory the waste is moving to.

To consign reportable priority waste for transport into Victoria, you need an A11 – Transporting controlled waste into Victoria permit.
An A11 permit does not give you permission to use vehicles for transporting waste. Vehicles must have the appropriate waste transport permissions.
Information to include in your application

For this application, you must also provide:
Consignment authorisation
Provide consignment authorisation from the nominated agency or delegated facility in the state or territory receiving the waste. This is a requirement under the National Environment Protection (Movement of Controlled Waste Between States and Territories) Measure.
Activity locations
Provide waste dispatch location (inside Victoria), including:
- business name
- contact phone number
- contact email
- licence or permission number, if applicable.
Provide waste generation, including:
- where the waste was generated
- the type of industry or business that generated the waste
- information on the collection route or service area, if the waste was collected from multiple locations
- supporting documents or evidence.
Provide waste receiving facility (outside Victoria), including:
- business name
- contact phone number
- contact email
- licence or permission number.
We may request evidence – for example, an email from the receiving facility confirming it will accept the waste.
Proposed activity duration
Provide proposed waste dispatch start and end date (no more than one year duration).
Proposed waste management
Provide proposed waste management at the receiving facility:
- Details how the waste will be managed at the receiving facility (reuse, recycling, treatment, or disposal or deposit).
- If disposal or deposit, how best practice disposal or deposit of this type of waste may occur in Victoria.
- Confirm if the movement is to achieve a higher order waste management hierarchy outcome (Section 18 of the Environment Protection Act 2017).
- If not a higher order waste management hierarchy outcome, confirm if Victoria has a facility or facilities that offer the same or similar waste management services for reuse, recycling, treatment, or disposal. If yes:
- explain why the facility or facilities are not appropriate for the reuse, recycling, treatment or disposal of the waste
- attach any evidence you have that demonstrates why the receiving facility is the most appropriate facility for the reuse, recycling, treatment or disposal of the waste.
Waste information
Provide:
- waste code
- amount of waste
- unit of measurement
- waste form (solid only).

If an application fee applies, we cannot assess your application until we've received and processed this fee.
How long your permit is valid for
A12 permits can be issued for up to one year. After one year, they automatically expire.

How we assess your application

When we assess your application, we also consider:
- the type of waste
- how best-practice disposal or deposit of this type of waste happens in Victoria
- the engineering specifications of the interstate facility where the waste will be taken to, compared with the type of waste
- whether moving the waste could achieve a better environmental outcome, as per Section 18 of the Environment Protection Act 2017.
We may consult the interstate jurisdiction as part of our assessment.
We assess A12 permit applications on a case-by-case basis.
Permit conditions
Permission conditions outline the legal obligations for the permission holder. They set up a framework for risk management, record keeping and reporting.
Where a condition includes:
- the word 'placeholder', values will be populated with information that's specific to your site
- a reference to a 'figure' or 'appendix', information will be populated that's specific to your site.
'Authority' means Environment Protection Authority (EPA).

PER_WT23 | Only the reportable priority wastes (transport) listed in Appendix 2 can be transported out of Victoria under this permit. |
PER_WT24 | You must have evidence that demonstrates that the relevant receiving State or Territory environment protection authority is satisfied with the movement of waste into their State or Territory. |
PER_WT25 | The waste specified in Appendix 2 must only be transported from [placeholder1]. |
PER_WT26 | You can only transport a maximum of [placeholder1] to the receiving facility specified during the validity of this permission. |
