You must apply to have a licence or permit transferred when you're:
- taking over as new operator of a site with an EPA licence or permit
- transferring control of your activity site to a new operator.
This also applies if you’re transferring A10a, A11 or A12 waste transport permits from one permit holder to another.
Registrations cannot be transferred.
How to apply for a transfer
You must submit your completed transfer application at least 20 business days before you take control of the site operations.

For all transfers, there's information you must provide when you apply. It's important that you’re well prepared before completing the online application.
You must supplement your answers by providing supporting documents when asked. This is important to make sure we have the right information and evidence to assess your application. You can attach documents at the end of the application.
For all transfer applications, you must provide:
- ASIC extract
- completed Fit and proper person questionnaire for the applicant
- completed Prohibited person questionnaire for the applicant
- credit check (for a business) or annual report (for a public body)
- evidence of change of ownership
- letter on company letterhead from the current licence or permit holder that shows agreement to the transfer
- letter on company letterhead from the new operator that shows agreement to the transfer
- updated activity site plan with the new company name.
If the licence or permit has a financial assurance, you must provide an updated risk management and monitoring plan detailing the current risk profile of the activity site.
