The Cairnlea housing estate is on site of the former Albion Explosives Factory. The factory operated from 1940s until the 1980s. There is some contamination that remains at the site.

Development Victoria (formerly VicUrban) developed the Cairnlea housing estate.

VicUrban agreed with the Department of Defence to clean up the contamination on the site.

The site covers a large area, so the cleanup of the site has been gradual. As part of the cleanup, VicUrban has engaged an EPA appointed auditor to conduct environmental audits on the site.

All residential areas of the estate have a certificate of environmental audit. That means that the land is suitable for its intended use.
