Permission holders of licences and permits can request an amendment by submitting an online application to EPA.

Apply for a licence or permit amendment

You can apply for a licence or permit amendment through the EPA portal.  Go to the ‘Applications’ menu and select ‘Registrations, permits and licences’.

The following information can help you prepare your application to amend a licence or permit.

Preparing your licence or permit amendment application

When applying for a licence or permit amendment the amount and type of information you provide is generally proportionate to the type and complexity of the amendment.

The licence amendment application process requires you to provide information and evidence for EPA to take into account how you:

 

Check if your application has additional requirements. You must submit supporting evidence needed to meet any additional requirements for your application.

How to apply for a licence or permit amendment

When you apply for a licence or permit amendment online, you’ll find a helpful navigation tool, ‘Steps’, in the left-hand of the screen. This provides a step-by-step map of the question topics, from start to finish. It also tracks your progress as you move through the application form by ticking off your completed sections.

Some questions in the licence or permit amendment application are compulsory and these have an asterisk (*). There are also questions you don’t need to answer if they’re not relevant to your activity. If this is the case, type ‘not applicable’ and justify why in the field provided. If you leave it blank, you can’t progress.

Supplement your answers by attaching documents to the online form where necessary. This is important, as you must make sure we have enough information and evidence to assess your application. There’s an opportunity to attach documents on a dedicated page at the end of the application.

To start your licence amendment application, select from the menu at the top of the screen or from the ‘Apply for a permission’ section on the page.

1. Choose amendment type

There are two licence or permit amendment types. Select the one that’s appropriate for you:

  • administrative amendment – used to amend any of the permission holder’s details, for example, company name change, update to activity plans
  • other amendment – used to amend any permission terms and conditions, for example, waste discharge tables, landfill cell, waste code, treatment code.

The following information will support you through the application process for the amendment type you’ve chosen.

How to amend your licence or permit

  • Administrative amendment

    By choosing your application type, you have successfully completed Step 1.

    Here’s the following application process for administrative amendments.

    2. Permission details:

    Provide the:

    • licence or permit number that is the subject of the amendment
    • current permission holder type, for example, individual, sole trader, registered company
    • licence or permit holder name
    • company’s details, including ABN and ACN (if applicable)
    • other licence or permit numbers relating to the prescribed activity at this location, if applicable.

    Then answer ‘yes’ or ‘no’:

    • Are you amending permission holder details?
      • If yes, provide your name and your address.

    3. Supporting evidence:

    You need to attach any supporting evidence. In the field provided, give a summary of what you’re attaching including:

    • file titles
    • any document references.

    Here, you need to declare:

    • the information you provided in the transfer application is the truth
    • you have the authority to submit the transfer application.

    During the assessment of your application, we may require additional information. We will contact you if this is the case.

    4. Application summary:

    You can review your complete application at this step. If you identify any changes required, use the back button on the page to move back through the application steps.

    5. Submit and pay:

    You will receive an application ID when you submit your application, it’s useful to record this number for future reference.

    To finalise your application, you may need to pay an application fee. If so, you will have three options:

    1. Return to dashboard – this keeps the application in draft status and returns you to your permissions dashboard.
    2. Submit and pay later – this sends the application to EPA and an invoice is sent to the key contact on the application via email. You need to pay the invoice before the application is assessed.
    3. Submit and pay now – this takes you to EPA’s online payment gateway where you can pay the application fee via credit card.
  • Other amendment

    By choosing your application type, you have successfully completed Step 1. Here’s the following application process for other amendment types.

    2. Permission details:

    Provide the:

    • licence or permit number
    • current permission holder type, for example, individual, sole trader, registered company
    • licence or permit holder name
    • company’s details, including ABN and ACN (if applicable)
    • other licence or permit numbers relating to the prescribed activity at this location, if applicable.

    Then answer ‘yes’ or ‘no’:

    • Are you amending permission holder details?
      • If yes, provide your name and your address.

    3. Amendment details:

    Here, you will need to provide detailed information about the licence or permit amendment you’re requesting. 

    Select the ‘Add amendment detail’ button, then choose one of the three amendment options in the pop-up screen:

    • activity
    • condition
    • waste information.

    Amendment to activity

    For this option, select one of the following actions:

    • add
    • replace
    • remove.

    If you have chosen the option ‘add’ or ‘replace’, provide the following information:

    • the activity family product to add or replace
    • the new location of your activity (if applicable)
    • a summary of the proposed changes
    • a summary of the reasons for the proposed changes.

    If you have chosen the option ‘remove’, provide the following information:

    • the activity family product to remove
    • a summary of the proposed changes
    • a summary of the reasons for the proposed changes.

    Amendment to waste

    For this option, select one of the following actions:

    • add
    • remove.

    If you have chosen the option ‘add’, provide the following information:

    • the activity family product to add waste information to
    • the activity product to add waste information to
    • waste code
    • default volume
    • default unit of measure
    • solid (yes or no)
    • sludge (yes or no)
    • liquid (yes or no)
    • mix (yes or no)
    • disposal category
    • a summary of the proposed changes
    • a summary of the reasons for the proposed changes.

    If you have chosen the option ‘remove’, provide the following information:

    • waste code
    • a summary of the proposed changes
    • a summary of the reasons for the proposed changes.

    Amendment to condition

    For an amendment to a licence or permit condition, provide a summary of the:

    • proposed changes
    • reasons for the proposed changes.

    4. Discharge and landfill details:

    Here you need to provide the following information.

    Amending discharge details

    Answer ‘yes’ or ‘no’:
    • Are you adding, removing or amending the discharge details on an existing permission?
      • If yes, provide both a summary of the proposed changes and the reasons for these.

    Amending landfill details

    Answer ‘yes’ or ‘no’:
    • Are you adding or removing a landfill cell to an existing permission?
      • If yes, provide both a summary of the proposed changes and the reasons for these.

    All other amendments

    Answer ‘yes’ or ‘no’: 
    • Are you requesting any other type of amendments?
      • If yes, provide both a summary of the proposed changes and the reasons for these.
